Theoretically yes, but it is extremely difficult in practice. The TCR system has much higher review standards for Chinese entities than for US domestic companies, often requiring additional due diligence documents and US bank account proofs. Even if submitted, applications are highly likely to be flagged as "high risk" and enter a lengthy manual review process. In contrast, TF Verification has a clear USCC support path for Chinese companies, with standardized review and high approval rates. Unless you have a mature operating entity and local team in the US, attempting 10DLC is not recommended.

 Q2: What are the sending limits for Toll-Free? + 

After TF Verification approval, the initial sending limit is usually 1,000 - 5,000 messages/day, depending on your Use Case and Estimated Message Volume.
